Why you need it
A manager found an interesting tender, the lawyer gathers the documents, the accountant pays the bid security, and only the person who found it remembers the submission deadline. Once a quarter a bid misses the deadline, and nobody can say how many tenders were won or why the rest were lost.
Every tender goes from “found” to “contract signed” with deadlines, owners, and a document checklist. Money frozen in securities is visible as of any date, and for lost tenders you build up statistics on the winners’ prices.
